2026 Bond Information

On April 7, 2026, voters in the Healdton Public Schools district will consider a bond proposal focused on updating and improving Healdton High School so the building can continue serving students and the community for many years.
The high school has been part of Healdton for decades, but many of the building’s major systems are aging and need attention. This proposal would replace HVAC systems, improve windows and energy efficiency, and refresh key student areas with updated lighting, ceilings, and interior finishes.
The goal is to take care of the school the community has today so it can continue serving Healdton students well into the future.

  • The Healdton Public Schools 2026 Student Investment Plan focuses on renovating Healdton High School so the existing building can continue serving students and the community for many years to come.

    The project will update and improve key areas of the building, including:

    • HVAC and mechanical systems
    • Windows to improve natural light and energy efficiency
    • Exterior and interior finishes
    • Key student learning spaces

    The bond also includes district vehicles and student transportation buses to support safe and reliable school operations.

  • Proposition No. 1: $7,260,000

    • $7,180,000 for High School improvements
    • $80,000 for school-owned vehicle(s)

    • Pupil transportation vehicles
  • Several major systems at Healdton High School are reaching the end of their useful life, including HVAC, lighting, and windows. These aging systems are resulting in costly repairs, and in some cases replacement parts are difficult to obtain.

    In addition, some student buses and district vehicles are aging and require ongoing repairs and eventual replacement.

    Addressing these needs now helps the district maintain safe, efficient facilities and reliable transportation for students.

     

  • HVAC and Mechanical Systems

    • Updated ceilings and lighting

    • Library updated into a flexible commons space

  • The board’s goal is to preserve the existing structure while improving function and efficiency within a responsible budget. Renovation allows the district to address core building needs without taking on the cost of new construction.

  • The estimated tax impact is about 5%. For example, a homeowner currently paying $1,000 per year in school property taxes would see an increase of approximately $50 per year (about $4.17 per month).

  • Healdton’s millage rate remains comparable to many surrounding districts.

  • Previous bonds in Healdton typically ranged from approximately $400,000 to $1.4 million and focused on specific projects such as AG and athletic improvements, roofing, parking lots, and targeted renovations.

    This proposal is larger because it addresses major building systems across the High School rather than a single project.

    These include:

    • Full HVAC and mechanical system replacement
    • Window upgrades to improve efficiency and comfort
    • Exterior and Interior improvements and lighting updates
  • The project will use a phased construction approach. Major work will be scheduled during summer months, when possible, to limit disruption to students and staff.

  • To pass, this bond must receive at least 60% voter approval, as required by Oklahoma law.

    If the bond does not pass:

    • Aging HVAC systems will continue to deteriorate
    • Outdated lighting and interior areas in need of repair will remain
    • Energy inefficiencies tied to windows and building performance will continue
    • Exterior improvements and updates will be delayed
    • Major system replacements will need to be revisited in the future

    The High School would continue operating, but needed improvements would likely become more urgent and potentially more costly over time.

  • Yes. Bond funds may only be used for the specific capital projects approved by voters.

    They cannot be used for:

    • Salaries
    • Daily operating expenses
    • Routine maintenance

    Bond funds are legally restricted to voter-approved building improvements and capital projects.

  • Yes. Bond funds may only be used for the specific capital projects approved by voters. They cannot be used for salaries, daily operating expenses, or routine maintenance.

  • Under Oklahoma law, school bond issues must receive at least 60% voter approval in order to pass.

    If 60% or more of voters support the proposition on April 7th, the bond will be approved.
